Dear Burlington County Head Start and Early Head Start Staff:

The purpose of this letter is to share with you some information regarding changes in the Burlington County Head Start and Early Head Start programs.  The Office of Head Start recently named Center For Family Services as the new provider, effective September 1, 2020.

Center For Family Services is honored and excited about this opportunity to provide Head Start and Early Head Start services to children and families in Burlington County. Center For Family Services has a 100-year history serving children and families through a broad range of services across New Jersey, including Head Start services in Camden County.  Center For Family Services looks forward to welcoming you.

Center For Family Services plans to continue all existing operations and will give top priority to existing staff to stay in their current position at each site Center For Family Services will now be operating.

Center For Family Services will host a virtual overview and job fair for all Burlington County HS and EHS staff on Friday, August 21st at 12pm.  Please check your email for additional information about the virtual job fair, including a registration link. You should have received the email from BCAP on 8/17/20 with details about the virtual job fair.

In order to ensure a smooth transition for Head Start and Early Head Start staff, BCAP prepared a Consent for Release form so specific employment information can be released to you so you can easily provide it to Center For Family Services.  There are several items you will need to bring in order to onboard with Center For Family Services. See below for the list of items.

How do I apply for my current position?

Can I apply for positions other than my current position?
During this transition process, BCAP staff can only apply for the same position they currently hold at BCAP (or a position that closely resembles their current position).


What if I want to apply for a different position, other than my current position?
During this transition process, BCAP staff can only apply for the same position they currently hold at BCAP. If there are other positions you would like to apply for, please wait to do so and mention your interest to the HR representative that contacts you. 


What if I don’t see my current position, but I see a listing for a position that closely resembles my current position?
If you see a position that closely resembles your current position, but with a differing job title for instance, then please apply online for the similar position.  


If my current position is not posted, what should I do?
If your position is not posted on Center For Family Services’ employment page, please send your resume to Theresa.Santore@centerffs.org.  Please only send your resume to Theresa if your position (or a position that closely resembles your current position) is NOT listed.

 

Will my full-time position remain full-time?
Center For Family Services is working to build positions that are the same as your current position.

Will BCAP forward my personnel file and records to Center For Family Services?
No, BCAP has requested that you sign a release for you to receive your records.  Once you obtain your records from BCAP, please send them to Center For Family Services.  Electronic records are preferred as they can be uploaded directly into our HR system.  It was shared during the town hall that BCAP had shared a new email to request your personnel file. BCAP staff can contact Kyle for an appointment to pick up your employment file.

 

What does CARI and CHRI stand for?
CARI = Child Abuse Record Information CHRI =Criminal History Records Information.  Both are mandated background clearances that are run for every Head Start employee.

 

What does UDS stand for?
UDS = Urine Drug Screening

 

Can existing physicals or PPD from Virtua or my doctor be used?
No, Center For Family Services schedules an appointment for you to have a physical, PPD and UDS completed.

 

Will ADP still be the payroll source?
No, Center For Family Services uses Datis instead of ADP. 

 

Is it possible to transfer Aflac to this agency for direct electronic payment.
Center For Family Services does not currently have Aflac; we can investigate providing Aflac. However, your immediate payments cannot be transferred.


If I am a full-time employee on the BCAP benefits plan, will I be eligible for benefits through Center For Family Services effective September 1, 2020.
Yes, full-time employees who opt for the benefits package will be eligible Sept 1.


Will years of service with BCAP carry over to Center For Family Services?
Center For Family Services is still evaluating whether years of service will carry over.


Will Center For Family Services assist or pay for completion of a CDA?
Yes, Center For Family Services assists in the completion of a CDA.  If there are specific trainings or certifications for your position, please discuss them individually with HR.


Will Center For Family Services assist or pay for completion of a AA or BA?
No, Center For Family Services does not pay for an AA or BA.


Does Center For Family Services Head Start close during the summer?
Center For Family Services Head Start is a 12-month program and remains open year round.


Can I use some sick time for an appointment and then work the rest of the day? If I have a doctor's appointment in the morning and plan to come to work after the doctor's appointment, how do I use my personal or sick time? 
Yes, sick time can be taken in hours and does not have to be an entire day.


Do we have to use our personal time or apply for unemployment during breaks?
No, Winter, Spring, and Summer breaks are paid vacation and considered paid vacation time.  Head Start staff do not receive additional vacation accruals because they have paid breaks/vacation during the year.  There is a paid Spring Break, Summer Break, and Winter Break.  Center For Family Services Head Start attempts to follow the school district calendar as closely as possible.  There are additional paid holidays that Center For Family Services has off which Head Start Staff will also be off.  These are paid holidays for Head Start staff.


Will we still have extended day classrooms and also will Friday still be half days for regular class rooms?
Center For Family Services intends to initially keep the current schedules.

What would virtual learning look like, as far as our individual duties? Would be given a virtual schedule?
Center For Family Services is developing plans for virtual learning and more information will be shared soon.

 

Would we be able to go into the classroom and set it up before returning to the centers?
Yes, aside from training and safety materials being in place, staff will need to set up the classroom spaces and centers. 


Does Center For Family Services have any collaboration partnerships with the public schools?
Yes, Center For Family Services has existing partnerships with school districts in Camden County.  We are also in communication with Mount Holly and Edgewater Park school districts to discuss partnerships.


With regards to the collaboration classrooms, will those classrooms follow the 12 month program or will they remain on the same schedule as the school district they are in collaboration with?
Center For Family Services Head Start is a 12-month program.


Is there a limit of children per classroom? Will each classroom have a teacher and assistant?
The state has issued guidance that limits the room capacity to 10 children.


Will we be expected to be in the centers with children September 1st?
We anticipate starting the school year with virtual learning. Center For Family Services continues to follow Federal and State guidelines regarding virtual and on-site services. 


I have a laptop that BCAP has requested I turn in.  Should I keep it to continue working?
We will check to confirm with BCAP, however you most likely will have to turn in all equipment prior to the transition due to Federal requirements.


Will the sites be professionally cleaned?
Yes, Center For Family Services is committed to the safety of its staff and clients, and has implemented cleaning procedures for all their sites along with the mandatory wearing of masks.

 

Do professional development trainings happen every month?
There are professional trainings year round, but the average is one professional training per month.

 

Follow-up Communication to Staff

Hello Head Start and Early Head Start Staff,

Thank you for your participation in last Friday’s virtual job fair. Our team at Center For Family Services enjoyed the opportunity to meet with all of you virtually to share information and to answer your questions. The attached file includes the Q & A from Friday’s meeting (see above).

As shared during Friday’s job fair, both Center For Family Services and BCAP are committed to a smooth transition for staff, families, and children. 

Center For Family Services plans to continue all existing Head Start and EHS operations and will give top priority to existing staff to stay in current positions at each site Center For Family Services will now be operating.  We look forward to the next steps in a smooth transition.

The first step is the job application process. If you have not applied online for your current position, please do so by Wednesday August 26, 2020 in order to be considered for employment as part of the transition from BCAP to Center For Family Services. 

Please note: As part of the transition of BCAP staff to Center For Family Services, you may only apply for the same position you currently hold at BCAP.

Once your online application is received, the Head Start management team at Center For Family Services will reach out to you by phone.

Following the phone call, eventually you will receive an electronic offer letter sent to the email address you provided during the application process; however, more immediately, Center For Family Services' Human Resources team will reach out to retrieve the necessary employment documents you will need in order to be hired. We recommend you use an email other than your BCAP email in your online application.

Please note:  You may receive your electronic offer letter at any time during this process.

Human Resources will ask you for all of your employment documents; which include:

Once all of your documents have been received, HR will:

1)  Communicate to Center For Family Services’ Head Start/EHS management  that all items have been received and that you are cleared to work, effective September 1, 2020.

2) Set you up in the Center For Family Services HR/payroll system as an active employee with a start date of September 1, 2020.

3) Schedule you for a virtual New Hire Processing session where HR will walk you through all on boarding processes, ie. employee ID's, employee benefits, employee agency email accounts, employee sign-ons for time sheets, PTO's. etc.  These virtual on-boarding sessions are being scheduled for August 27th, August 28th, and August 31st.  Each session will host approximately 25 Burlington HS/EHS employees.  The HR team will schedule as many on-boarding sessions as needed.
