Chief Administrative Officer

Shawn Thurber, Chief Administrative Officer, oversees the Revenue Cycle, Quality Department, Strategic Plan Implementation, and other organizational services supporting the programs and operations.

Shawn Thurber is an administrative leader with more than 15 years of experience across health systems, behavioral health, community programs, population health, clinical operations, and organizational transformation. He combines clinical expertise with operational leadership to improve care delivery, strengthen performance, and develop innovative solutions that advance quality and person-centered care.

Shawn has held progressive senior leadership roles, including Vice President of Value-Based Care Operations and Senior Vice President of Ambulatory Care Management & Quality. His expertise includes translating strategy into scalable operating models, optimizing clinical programs, advancing quality outcomes, and building the infrastructure, processes, and teams required to sustain meaningful results.

From 2018 through 2025, Shawn has demonstrated a consistent record of leadership, innovation, and impact across organizations. In 2018, Shawn received the Telehealth Network Development Award for outstanding achievement and secured the New Jersey Department of Health Minority and Multicultural Health Education Grant, which supported initiatives through 2021. In 2022, Shawn led operations that successfully completed more than 51,000 health maintenance measures, delivering improved outcomes for patients with diabetes. In 2023, Shawn achieved Level 2 Quality Performance in key contracts providing enhanced result for clients.  In 2024 and 2025 Shawn was recognized for implementing strategic workflows and program redesign that increased high-risk care management access and program delivery increasing lives served from 3,300 to 7,100.

Shawn holds a Master of Science in Mental Health Counseling from Capella University, a Master of Science in Administration of Justice from Wilmington University, and a Bachelor of Arts in Sociology from Rutgers University. He is a Licensed Professional Counselor in New Jersey, an Approved Clinical Supervisor, and a Lean Six Sigma Black Belt.
